Rimini, September 2, 2026 – Rimini is a record-breaking municipality for tax evasion recovery (excluding municipal taxes). Meanwhile, the offices have identified evasion on the tourist tax in 2026 amounting to one million and 51 thousand euros. Recovery mechanisms have already been triggered.

One step at a time. Councillor Juri Magrini does not accept the criticisms of the recovery system from the coordinator of Uil Rimini, Michele Bertaccini, regarding the amount recovered from tax evasion. Just 25 thousand euros in 2025, Bertaccini emphasized, attacking a system too cumbersome to encourage the municipalities (only 4 in the province) to act for the recovery of evaded VAT and income tax.

“I respond very calmly to the coordinator of Uil Rimini – says Magrini – who on the numbers related to the tax evasion recovery tool through qualified reports from municipalities literally makes a huge blunder. In the years 2024 and 2025, a total of 67 out of 7,894 municipalities in Italy adhered to this state measure, representing 0.008 percent of the total. Among those who adhered in the two-year period, as has been done punctually in the previous 15 years, is the Municipality of Rimini, an entity that was granted a total allocation contribution of 60,566 euros (34,971 for 2024 and 25,595 for 2025)”.
Rimini collected more than all municipalities in 10 regions
Too little? Magrini shows the numbers from which it emerges that the Municipality of Rimini collected more than all the municipalities present in 10 regions: Friuli Venezia Giulia, Lazio, Campania, Abruzzo, Marche, Molise, Puglia, Sardinia, Sicily, and Umbria. “Half of the Italian regions do not collect from qualified reports as much as is recognized to the Municipality of Rimini alone. I add two more elements, evidently unknown to the local Uil coordinator: the Municipality of Rimini ranks 15th in Italy (out of 7,894 municipalities) for allocation attributed in the two-year period, and fourth if we consider only the Emilia Romagna region”.

Revenues from tax evasion recovery are languishing
There is another data point offered by Magrini: the 50% cut in proceeds from recoveries entrusted to municipalities. “The decision of the Italian government, in 2022 (Meloni government ed.), to reduce from 100 to 50 percent the economic allocation to municipalities that report anomalies, according to analysts, is the main cause of the halving of proceeds from tax evasion recovery compared to previous years. Here too the data do not lie – Magrini replies –. If in 2021 the total allocation in the country of recovered sums was 6 million and 725 thousand euros, last year this was reduced to 2 million and 508 thousand euros”.
Revenues from tax evasion recovery are languishing, while the recovery of unpaid amounts on municipal taxes (IMU, TARI, and tourist tax) have much larger dimensions: over 40 million in the three-year period 2023-2025. “The activity of recovering tax and fiscal evasion in Rimini deserves to be emulated by every government, especially the current one”.
