The new rules for the road tax
The framework of car taxation is about to change profoundly. With the inclusion of the measure in the recent decree-law issued by the government, the historic ownership tax on vehicles will see a structural revision designed to lighten the tax burden on small cars and two-wheel vehicles. With an allocation of 2.3 billion euros, more than 70% of the currently circulating car fleet in Italy will be exempt from paying the road tax.
Timing and the 80 kW threshold for cars
To see the concrete application of the reform, it will be necessary to wait until January 1, 2027, the date when the exemption will officially take effect. Regarding cars, the elimination of the road tax will not be generalized but will depend on the engine power. The limit threshold has been set at 80 kW, equal to about 109 horsepower: those who own a small car or city car within this parameter will no longer have to pay the tax. Conversely, owners of vehicles with power above 80 kW will continue to pay the road tax according to the ordinary rates, just as the super road tax for sports and high-performance cars will remain unchanged.
Each citizen can eliminate the road tax for only one vehicle registered to them. Motorcycles fully exempt
The measure reserves a favorable treatment for the two-wheel sector. All motorcycles are in fact fully included in the tax cancellation, regardless of their engine displacement or power. However, the benefit introduces precise constraints to avoid concentration of advantages. Each individual citizen can eliminate the road tax for only one vehicle registered to them. This means that those who own both a car under 80 kW and a motorcycle will have to choose which of the two vehicles to exempt, paying the full tax on the second.
No restrictions for families and management of multiple vehicles
The limit of exempt vehicles is strictly personal and does not extend to the entire family unit. There is no single cap per family: if two people live in a house and both own a car with power below 80 kW, each can request the exemption for their own vehicle, bringing the total number of exempt vehicles in the household to two. The situation is different if only one person is registered as owner of multiple cars: in that case, the benefit will apply to only one vehicle, while for all others the tax must continue to be paid regularly. Both company fleets and cars registered to companies and VAT numbers are excluded from the benefit.
