Rimini, September 7, 2026 – “Hoteliers tell the truth. They are against the large beach resorts only because they want to participate in the tenders and manage the beaches themselves.” He does not mince words the president of the Rimini South lifeguards cooperative, Mauro Vanni. The issue is well known. While waiting to announce the tenders, the Municipality of Rimini has allowed the submission (by September 18) of expressions of interest for the projects of the so-called macro-aggregations: new large resorts made up of 8 or more beach establishments. The expressions of interest will not be binding, but it is also based on the projects that Palazzo Garampi will decide how to manage the tenders. The macro-aggregations are the novelty of Rimini’s beach plan: those who merge will have the opportunity to build pools and new services. But for Federalberghi “macro-aggregations should be limited in number, and each establishment must have a maximum linear frontage of 300 meters. Otherwise, we risk losing our identity, having a beach monopoly and higher prices.”

Vanni, is it true that you and your partners of Le Spiagge Rimini, which brings together 13 beach establishments, will present a project for the macro-aggregation?
“Absolutely yes. We started in 2015 and the project has proven successful. And we will not be the only ones: today on the Rimini beach there are already about ten large resorts, all owners are working to participate in the expression of interest and present macro-aggregation projects.”
Federalberghi’s objection is that prices on the beach will rise with the large resorts, and the figure of the typical Rimini lifeguards will be lost.
“All lies. Those who claim such things are selfish and ignorant, perhaps they have not studied the new beach plan like we have. Without macro-aggregations we cannot renew the establishments, nor offer new services.”

With macro-aggregations, is there a risk that investment funds and multinationals will also come forward?
“False problem. If we lifeguards do not merge, we will be overwhelmed by any entrepreneur who has more money than us. The point is another.”
Which one?
“Hoteliers are not interested in innovating, they are not interested in preserving our beach system, but in having a piece of beach to manage in front of their hotels. And if all the beaches were assigned to hoteliers, it would be a real problem for Rimini residents and tourists. Prices would rise, most of the sunbeds and umbrellas would be reserved for hotel guests. As already happens, for example, in Jesolo: in the establishment managed by the founder of Geox there are no umbrellas for local bathers, because all are reserved for the guests of the hotel facing the beach.”
So bigger is better?
“Only with macro-aggregations can we redevelop the beach and have establishments with quality services that are different from each other. To hoteliers we say: work together with us, instead of trying to do our job.”
