Ferrara, August 26, 2026 – “I want to speak with the mayor.” A man entered the Town Hall, he was agitated and asked for a house, food, and cigarettes. Moments of tension this morning, around 9:30, inside the municipal residence of Ferrara, where a man of about 40 years old, of Tunisian nationality, not residing in the city and holder of international protection, entered in an evident state of agitation, shouting and asking for a house, food, and cigarettes and expressing the desire to personally meet the mayor Alan Fabbri.
According to the security operators of the Municipality, the man’s behavior made the intervention of four State Police officers and two Local Police officers necessary, who restored the situation to normality
The precedent: the man was already known at the municipal offices
A similar episode had already occurred on last August 13, when the same man appeared at the Town Hall making the same requests to the municipal messengers and raising his voice also towards the employees present at the entrance. The man was already known to our municipal offices, to which he had previously turned, and had been invited to refer to the city where he had registered his residence permit.
The man will now have to leave the city
Following this morning’s episode, the mayor Alan Fabbri contacted the Police Headquarters to report the situation and the risks to the safety of municipal employees, citizens, and tourists who daily frequent and visit the Ducal Palace.

The mayor was informed that the man was served with a removal order and will therefore have to leave the city. “I thank the Chief of Police, the State Police, our Local Police, and all the officers who intervened, who managed a delicate situation avoiding that it could escalate.
Mayor Fabbri: “This is not an isolated phenomenon”
The protection of those who work inside the Municipality, as well as of the citizens and the many tourists who enter the Ducal Palace every day, comes first,” declares the mayor Alan Fabbri. “Unfortunately, we are not facing an isolated phenomenon, neither in Ferrara nor in other Italian cities. Our line on immigration has always been clear: those who come here to work honestly, integrate, and respect the rules must find a community ready to welcome them. We cannot, however, accept the idea that our welfare system can turn into a form of indiscriminate assistance for those who demand housing and support without taking any responsibility towards the community,” Fabbri continues.
“Our political and administrative line is clear”
“It is also for this reason that we will continue to support policies such as that on historical residency. In recent years some of our choices have met different evaluations by the judiciary which, although not agreeing with them, we respect in their role and decisions. However, ours remains a political and administrative line of principle, which we intend to continue to carry forward in full compliance with the rules. We owe this above all to all those citizens, Italian and foreign, who have built their lives here independently, working honestly, respecting the rules, and contributing to our community,” concludes the mayor.
