Bologna, September 17, 2026 – The complaint of lawyer Fabio Anselmo in the affair between medical certificates and Cpr. According to the lawyer, the pregnant wife of a Bolognese doctor (but working in Ferrara) who was not under investigation and was searched yesterday as part of the investigation by the Ravenna Prosecutor’s Office into certificates to avoid transfer to Cpr, “shaken by what was happening, suffered a malaise and had to resort to emergency care for a presyncopal episode with hypotension that occurred after severe psychophysical stress.”

The lawyer therefore returns to denounce the methods of the searches carried out yesterday by the police. “Yesterday morning, at 5:48, I was woken up by a call from one of the doctors involved in the searches,” says the lawyer who represents five people, recalling that the activities “involved 23 doctors in various Italian cities, although only one is under investigation.”
“The others were nevertheless reached at their homes, taken to the police station and subjected to seizure or examination of phones and electronic devices.”
The woman, the doctor’s wife, “was found to have a partial detachment which, fortunately, at this stage does not compromise the continuation of the pregnancy.”
“I recount this episode – Anselmo continues – because it helps to understand what it means to be subjected to a search, even if not under investigation. Shortly after, when the operations were still ongoing, public communication of the investigative activity was made, while at the same time recalling its confidential nature. I consider this very serious.”
“An investigation must be carried out with all the tools provided by law and responsibilities, if they exist, must be ascertained in the appropriate forums. There is a register of suspects. We cannot accept that, through such invasive methods and their immediate public exposure, an informal register of the ‘searched’ is created, on which inevitably a suspicion is cast that their procedural position does not justify,” he concludes.
The Ravenna prosecutor: “An organized network of doctors against the Cpr”
Meanwhile, regarding the investigation carried out by the Ravenna Prosecutor’s Office, prosecutor Angela Scorza, in the reasons for ordering the searches of the 23 doctors, writes that there is “a broad and ramified organizational context through a network of doctors who implement strategies to counter the association of irregular immigrants to the Cpr.” Among the highlighted elements is the distribution of a “draft,” used in several hospitals, to be used for unfitness forms. This demonstrates, for the prosecutor, the existence of coordination.
A draft for unfitness circulated in all hospitals
“We must all resist.” This was written on July 12, 2025 by a doctor working in the hospitals of Forlì and Cesena and the chat is part of the records of the Ravenna Prosecutor’s investigation, cited in the order with which yesterday the mobile squad carried out searches against 23 people.
“It is a pity – the doctor wrote to a colleague – that you are no longer here, but it is nice to know that we are in several different areas and connected to sow something in these sad injustices.” Phrases that, for prosecutor Angela Scorza, demonstrate coordination among doctors.
A context in which the use of the draft for unfitness was not limited to the hospital in Ravenna, from which the investigations started, but was used also in Rimini, Bologna, Forlì-Cesena, Ferrara, Rome, Matera, Biella, Livorno, and Bari.
For the prosecution there was “a planned system among doctors”
According to the prosecution, there was also the planning of propaganda interventions on social media, the promotion of online meetings to plan the methods of producing false documents, a structural management involving various hospital realities, the provision of legal expertise to protect “complacent doctors“, the help of lawyers to prepare forms (such as the draft for unfitness for transfer) intended for doctors for the drafting of certificates, the implementation of a mapping of certificates issued throughout the national territory.
These are the behaviors that the Ravenna Prosecutor’s Office accuses the doctors, four of them, charged with criminal association in the new investigation branch on certificates to avoid transfer to Cpr, allegedly between 2024 and 2026.
