Ravenna, September 19, 2026 – “Dear Public Prosecutor of Ravenna who is investigating the doctors in the CPRs, you have committed an act that goes against Article 68 of the Constitution, and you did so knowingly. You have acquired my phone conversations with Dr. Nicola Cocco.” This is how Avs senator Ilaria Cucchi intervenes on Facebook, explaining that her personal conversations with the infectious disease specialist under investigation for criminal association in the Ravenna Prosecutor’s Office inquiry into alleged false certificates to avoid the transfer of migrants to the CPRs were acquired.

“I perceive it as intimidation”
Article 68 of the Constitution, which governs parliamentary immunities, indicates the need for authorization from the respective Chamber to intercept conversations or communications of a parliamentarian. “Know this, dear Public Prosecutor – continues Cucchi’s post – that this does not scare me: I have nothing to hide, but I perceive it as intimidation. Know this, dear Public Prosecutor, that this will not stop me and that I will not cease to deal with this matter and to work against the institution of the CPRs, which are useless and inhumane realities.”
In the past, Cucchi and Dr. Cocco, a member of “Never again camps – no to CPRs,” had been invited to the same public initiatives on migration and civil rights, as both are activists engaged on the topic. They had also recently participated as guests in a public event in Bologna. On September 11, they spoke at an event titled ‘How miserable life is in abuses of power’ regarding the case related to the death of Abderrahim Fakir.
Who is Nicola Cocco
Infectious disease specialist Nicola Cocco, with a home in Varese and office in Milan, is under investigation for criminal association aimed at the creation of anti-CPR certificates. Yesterday at a press conference he defended himself as follows: “I have never signed a certificate because I do not work in contexts where they are signed.”

“We have built a campaign that has led to discussing in this country the pathogenicity of these places, the places where migrant people suffer, endure violence, and die – specified Cocco –. We did not start an association that incited doctors to make false certificates.”
