The proposal after dog attacks

“Faced with the increasing number of dog attack incidents and the widespread often improvised management of pets – says Marconi -, the text proposes a paradigm shift, shifting the focus from the dog’s breed to the owner’s preparation. There are no inherently dangerous dogs; rather, there are situations that can become dangerous when there is a lack of knowledge about animal behavior and the responsibilities that come with its management. For this reason, we want to invest in people’s training, not in demonizing animals.”

What the proposal includes

The proposal establishes a mandatory training course, divided into a theoretical part and a practical part with one’s own dog, at the end of which the license is issued. One of the most innovative elements – the Udc regional councilor further explains – concerns overcoming any classification based on breed: risk assessment will in fact be built on scientific and multifactorial criteria, considering the dog’s behavior, the context in which it lives, and the caregiver’s management ability. The text also introduces specific protections for elderly or vulnerable people, awareness campaigns in schools, national monitoring through the National Information System for Companion Animals, and a sanctioning system for those who do not comply with the obligations.
