Bologna, September 2, 2026 – With 881 new beds, Ferrara is the city that will host the largest number of university students in Emilia Romagna thanks to the Housing Plan of the Ministry of University and Research (Mur), which will see a total of 5,825 beds across Emilia Romagna, thanks to the new plan supported by resources from the National Recovery and Resilience Plan (Pnrr). Of these, 4,020 are already completed and available for students.
How they are distributed city by city
In detail, besides Ferrara (with its 881 beds), 793 will be in the province of Rimini, 647 in the province of Parma, 527 in that of Reggio Emilia and 367 in that of Modena. Following are the province of Bologna with 326 beds, that of Piacenza with 231 and finally the provinces of Forlì-Cesena and Ravenna with, respectively, 218 and 30 beds. For the additional 1,805, Cassa Depositi e Prestiti, which manages the second tranche of the call on behalf of Mur, has completed the signing of all mandatory acts. The new accommodations will be available, under the same conditions, in 2027.

Services and prices in Bologna
Meanwhile, in Bologna this month, eight floors branded Aparto (Hines Group) on via Rimesse will be inaugurated, built in the area of the former Tre Stelle, with 546 beds and rents ranging from 824 to 1,099 euros per month (now discounted on the site from 750 to 950). Another student residence, Domus Ind 33, will be built on via Stendhal, 33, in Corticella. The 121 beds will be available from October 1st with single rooms (799) and doubles in shared two-room apartments from 584.44 euros per person per month, including water and electricity consumption. The call is open until September 20 for 37 beds at capped prices (out of the 121 available beds), with single rooms also at 292 euros per month and doubles at 238. The private student residence, funded with European funds, offers various services, including study rooms, gym, Internet, reception, video surveillance, and cinema room.

Tassinari (FI): “An important result that means more right to study”
The new 5,825 beds for university students in Emilia-Romagna are “an important result, which means more right to study, greater support for families and above all more freedom for our young people to choose where to study and build their future.” Thus Rosaria Tassinari, Forza Italia deputy, praises the results of the Housing Plan implemented by the Ministry of University thanks to Pnrr funds.
“The price of a room cannot be the limit to freedom of choice”
“We are talking about an investment that concretely concerns all of Emilia-Romagna and addresses one of the most felt problems by out-of-town students – states Tassinari – the cost of housing now represents a significant part of the expenses a family must bear to allow a child to attend university far from home. We cannot allow the price of a room to become a limit to the freedom to choose one’s educational path.” To truly guarantee the right to study, the FI deputy reasons further, “it also means putting a student in the conditions to attend the university they have chosen. For this reason, intervening on housing means investing in merit, equal opportunities, and the possibility for young people to build their future without being conditioned by the family’s economic possibilities.” The Emilia-Romagna data, moreover, “fits into an even more significant national result – notes Tassinari – the Housing Plan has exceeded the target of 60,000 new beds set by the Pnrr. It is proof that the work carried out by Minister Bernini and the Government is producing concrete results. Investing in university housing means supporting families, making our universities more accessible and attractive, and giving young people freedom of choice.”
