Bologna, August 18, 2026 – From 2027 the way of paying for waste changes for another part of Emilia-Romagna. The Tari gives way, in 29 Municipalities involved, to the pay-as-you-throw tariff: it will no longer be only the surface area of the house or the number of occupants that affects the bill, but also the amount of undifferentiated waste delivered. A simple principle: those who separate more and produce less dry waste can contain the expense, while those who exceed the expected deliveries pay more. This is the direction also indicated by the Regional Waste Plan, which considers pay-as-you-throw billing one of the tools to increase separate collection and recycling.
The municipalities involved in the Bologna area
Among the administrations preparing for the transition next year, there are 29, distributed across six provinces. In the Bologna area the new system will concern Argelato, Castel Maggiore, Casalecchio di Reno, Castiglione dei Pepoli, Galliera, Ozzano dell’Emilia, Pieve di Cento, San Giorgio di Piano, and Valsamoggia. Precisely Ozzano is among the municipalities that have already put the plan in writing: from January 1, 2027, part of the tariff will be linked to the amount of undifferentiated waste. The declared goal of the administration is to increase the quality of separate collection and reduce what ends up in disposal. Mayor Luca Lelli has defined the change as necessary, also announcing public meetings to explain the new methods.
At Castel Maggiore the transition is equally defined: from next year the new pay-as-you-throw tariff will replace the Tari. The system will include a number of emptyings included in the tariff, with an additional cost for those beyond the threshold. The possibility to choose between Ecostation and door-to-door collection is also foreseen, with containers equipped with microchips. Casalecchio, meanwhile, has already modified its collection system, introducing new containers and ecological islands in view of the tariff linked to undifferentiated waste.
From Forlì to Modena
Three municipalities are involved in the Forlì-Cesena area: Montiano, San Mauro Pascoli, and Verghereto. In the Modena area it will be Fiorano Modenese, Formigine, and Maranello. Here the process is not without discussions: in Formigine, for example, in 2025 a political debate opened precisely on the timing of the transition, while the municipality emphasized the need to carefully evaluate the technical aspects.

Long list in Piacenza
The list is particularly long in Piacenza: Alseno, Besenzone, Castell’Arquato, Castelvetro Piacentino, Gossolengo, Monticelli d’Ongina, Pianello Val Tidone, Ponte dell’Olio, Travo, and Villanova sull’Arda. All are part of the provincial basin served by Iren Ambiente.
Brisighella and Faenza in Ravenna
In the province of Ravenna, Brisighella and Faenza enter the picture. Here the process is already advanced: Brisighella has introduced the Emerald Collection, with smart bins for undifferentiated waste, while Faenza reached 77.3% separate collection in 2024 and aims for 84% by 2027.
The transition in Reggio Emilia
Finally, in Reggio Emilia, the transition will concern Montecchio Emilia and Sant’Ilario d’Enza. For citizens, therefore, 2027 will be the year in which the daily act of delivery will enter even more directly into the calculation of the bill: less undifferentiated waste, more attention, and a bill destined to follow more closely the habits of each user.
