Health, the Court of Auditors calls on the Marche Region regarding waiting lists: “Unattended visits have risen to 110,000”

The regional control section of the Court of Auditors gives the green light to the 2025 general report, but calls on the Marche Region in particular regarding waiting lists and passive mobility. In 2025 the target of 90% of outpatient services within the maximum times for all priority classes was reached, write the accounting judges, but critical data remain for services such as mammograms, colonoscopies, and scheduled hospitalizations, as well as an increase in waiting lists (‘care lists’).

Unmet healthcare requests

And also: “Unmet requests, that is, services for which an appointment has not yet been proposed – writes the Court -, have increased from about 82,000 at the beginning of 2025 to 110,000 at the end of the year”.

In particular, the accounting judges explain that although the regional healthcare offer for outpatient services was strengthened (+ 5.8%) during last year, this “was not sufficient to absorb the more than proportional increase in demand, equal to 7.5%”. Demand grows faster than supply, hence the urging to the Region to “adopt all necessary measures to improve waiting times” in healthcare, a sector that absorbs about 76% of regional expenditure, equal to about 3.8 billion euros of commitments.

Improvements on the front of fee-based doctors

The other front is that of health mobility, which remains negative territory, but the balance worsened from minus 48.69 million in the 2024 budget to a deficit of 52.95 million in that of 2025. Instead, the expenditure borne by the Region for the so-called fee-based doctors, which last year amounted to 13.52 million, down 17% from the previous year, improves.

“The Region’s management is overall positive, compliant with accounting rules and therefore the evaluation is positive,” observed Alessandra Pomponio, the Attorney General of the Court of Auditors, on the sidelines of the approval hearing today in Ancona, while judging the phenomenon of “renunciation of healthcare services in 10% of cases” as “worrying,” which “affects the published data” and has “a somewhat distorting effect”.

On the front of participated companies/instrumental entities, the judges highlight that “the establishment of such bodies does not seem to correspond to a reduction in the personnel cost of the regional administration”.

The balance on the Pnrr front

As for the Pnrr, the Region is the implementing body of 849 interventions, for a total of 677.11 million euros. The average commitment rate, excluding Mission 6 Health, stands at 49.6% and “despite the significant increase (+ 30% over 2024), the level of progress is still significantly limited compared to the planned commitments, given that a few months before the end of the program there were commitments for only half of the assigned Pnrr resources”.

“The 2025 data confirm the progressive improvement in the management of waiting lists, already highlighted in the previous year, although some problems persist mainly related to the high number of outpatient service requests – notes Governor Acquaroli -. To address the existing problems, the regional administration has confirmed and further strengthened the measures already undertaken. In this context, the extraordinary plan for carrying out visits and diagnostic tests on weekends and the continuation of the ‘Pharmacy of services’ project, which allows access to specific diagnostic services at participating pharmacies, are included. In 2025, the pharmacies involved reached the number of 350 out of about 540 present in the region, with significant diffusion in rural areas, where almost half of the adhesions are located”.

Acquaroli also recalls that “in 2025 the action to enhance healthcare construction continued with the works for the new regional hospital structures alongside Pnrr investments for hospitals and community houses. The Administration continued to strengthen the regional health service through the recruitment of new medical managers in various Territorial Health Companies, to equip them with highly specialized figures”.
