Rome, September 16, 2026 – Car tax removed for small and medium power cars and for all motorcycles. The decree was approved this afternoon in the Council of Ministers, the measure will apply (for the moment) only in 2027. According to the draft of the measure, in the case of one or more small engine capacity cars owned, the exemption will apply to only one vehicle (the one with lower power) as well as for owners of motorcycles (motorbikes and scooters) who will not have to pay the ownership tax only if the exemption is not already applied to one of their cars. “Today the Government cancels one of the most hated taxes by Italians,” comments the Prime Minister, Giorgia Meloni. The Council of Ministers also extended (with a reduction) the cut of excise duties on diesel.

Car tax stopped for 14.5 million vehicles
The abolition was announced in the Council of Ministers and concerns cars mostly used by families for daily travel. According to the draft, the exemption also applies to motorcycles, but each citizen will be entitled to only one benefit. The measure concerns all motorcycles and over 70% of cars currently in circulation, in total about 14.5 million vehicles. The intervention aims to lighten the tax burden on car or motorcycle ownership for a very large group of Italians, sources from Palazzo Chigi explain.

Who will not pay the car tax
According to the draft of the decree it is specified that the exemption applies for 2027 and that it will concern cars with power under 80 kW. For those who own two or more cars under 80 kW, the car tax cancellation will apply only to one vehicle, the one with the lower power.
“For cars the exemption applies to individuals who, in the year 2027, are liable for the car tax for one or more cars, powered, even in combination with another propulsion source, by petrol or diesel, with power not exceeding 80 kW. If there are multiple eligible cars, the exemption is granted with reference to only one of them and is applied to the car with the lowest power, expressed in kW,” reads the draft.

The exemption for motorcycles and mopeds
The benefit is also provided for motorcycles and mopeds powered by petrol or diesel, but on the condition that the taxpayer is not liable to pay the car tax for a car with power equal to or less than 80 kW. In this case too, the exemption concerns only one vehicle. “If there are multiple eligible motorcycles, the exemption is granted with reference to only one of them and is applied to the motorcycle with the lowest power, expressed in kW. In case of equal power, the exemption is applied to the motorcycle for which, in the absence of the benefit, the lowest amount of car tax is due. If there are multiple eligible mopeds, the exemption is granted to the moped with the oldest registration date,” reads the draft.
Who it applies to
The rule also applies in Regions with special statutes and Autonomous Provinces, subject to agreement with the interested autonomies.
To compensate for the reduction in revenue, a total transfer of “2,293.5 million euros for the year 2027” is provided. The total costs of the article are estimated at 2.362 billion euros.

Triumphant statements from the majority. “Promise kept: car and motorcycle tax removed in 2027. Taaac!”, writes in a social media post Matteo Salvini, Deputy Prime Minister and leader of the League. “It was a commitment made a long time ago and today in the Council of Ministers we decided: 13 million car drivers and 7 million motorcyclists – he adds – will not pay the tax in 2027, under 80 KW, for the first car and the first motorcycle. Also satisfied is the Deputy Prime Minister and Minister of Foreign Affairs, Antonio Tajani: “Today we abolish the car tax, an unfair and unbearable tax, starting with cars and mopeds with which families move every day,” he writes on X. “It was a firm and pressing request from Forza Italia that the government has accepted and made its own,” he adds. “A measure consistent with our liberal vision since the foundation of the blue movement and the battles of Silvio Berlusconi ‘less taxes for everyone’, which among other things led to the abolition of the IMU on the first home. The car tax exemptions are just the beginning,” he concludes.
Voices of protest rise from the opposition. “The Meloni government approves the Cetto Laqualunque rule,” says Angelo Bonelli of Avs. “Car tax removed, but only for 2027 because there is the election campaign, cutting resources for health and regions.” And again: “Meanwhile, Italians are on their knees because of the electricity bill shock and because they have the lowest wages in Europe,” he adds.
The PD also attacks: “We are facing yet another deceptive propaganda operation by the government – declares Silvio Lai, Democratic deputy of the Budget Committee -. While the price of petrol continues to rise, seriously affecting families, workers and businesses, the majority tries to sell the abolition of car and motorcycle tax as a breakthrough, moreover not for everyone.” He adds: “We are talking about a measure that, for many citizens, is worth at most one or two full tanks of fuel. The real problem is that every day refueling, commuting to work and transporting goods costs more and more.”

Reactions from regional presidents
“We express appreciation for the measure approved by the Council of Ministers, which exempts a significant portion of citizens from paying car and motorcycle tax, relieving them of an administrative, bureaucratic and fiscal burden. For this measure, we thank President Meloni and the entire government.” This was stated by the center-right regional presidents: Abruzzo Marco Marsilio, Basilicata Vito Bardi, Calabria Roberto Occhiuto, Lazio Francesco Rocca, Liguria Marco Bucci, Lombardy Attilio Fontana, Marche Francesco Acquaroli, Molise Francesco Roberti, Piedmont Alberto Cirio, Sicily Renato Schifani, Autonomous Province of Trento Maurizio Fugatti and Veneto Alberto Stefani.
The president of Tuscany, governed by the center-left, has a different opinion. “The electoral demagogy has never reached such a reckless and misgoverned level in 80 years of the Republic, with which the Prime Minister announces the elimination of the car tax for most small cars in our country.” Regarding the ‘refunds’ announced by Prime Minister Giorgia Meloni, “it is falsely claimed that these are compensations. Just read the decree to realize that, taking Tuscany as an example, a refund of just over 100 million euros is provided, depriving us of revenues of about 350.”
