Fano, July 27, 2026 – Four dogs taken away from a house in the San Lazzaro area and transferred to the kennel after an intervention by the Carabinieri of Fano and the Veterinary Service of the Ast. For three of them, Shiva, Laika, and Zagor, the owner now has twenty days to tidy up the spaces where they lived, ensure adequate hygienic conditions, provide suitable kennels, and arrange for the sterilization of the two females. If he complies with all the prescriptions, the dogs can return with him.

The seizure of the four dogs
The story emerges from an ordinance signed in recent days by Mayor Luca Serfilippi, after the inspection carried out at the man’s home. On that occasion, four animals were found, then subjected to administrative seizure and transferred to the municipal kennel. Three are owned by the man targeted by the measure. The fourth, however, is registered to another person who was unreachable at the time of the check and unable to care for it. For this dog too, transfer to the new Tre Ponti kennel, managed by the Melampo association, was necessary, “in order to guarantee its protection and well-being,” as stated in the documents. The situation, however, would be much less dramatic than the word “seizure” might suggest.

Poor hygienic conditions
These would not be mistreated, malnourished, or abandoned animals. The dogs arrived at the facility well-fed and in fair condition. Some had small wounds, probably caused by fights between the animals themselves. The critical issues would concern the reduced space and the hygienic conditions of the area where they were kept, within an already fragile personal and living situation.

What the ordinance imposes
The ordinance therefore requires the owner to provide for the “daily removal of excrement and cleaning of the environments,” but also to eliminate all accumulated objects outside that could constitute a danger. He must also guarantee the dogs “adequate shelter” from sun and bad weather, by providing well-insulated, waterproof, and raised kennels. Within 20 days, he must also bear the cost of the sterilization of Shiva and Laika, agreeing on the methods with the Urban Ecology office and the shelter manager. Then there will be a new check. Local Police, Veterinary Service, and Urban Ecology will verify that the interventions have been carried out, with the aim of returning the dogs. Confiscation is the last resort, if the prescriptions are not respected or if the conditions that led to the removal persist.
“Our interest is always the well-being of the animals – explains Cecilia Torninbeni, the head of Melampo –. As an association, we must adhere to the administration’s decisions, but our desire is that the animals can return to their owner whenever there is the prospect of a happy, loved, and protected life.”
